Why You Can’t Just Fill an Abandoned Well with Rock: Idaho’s Regulatory Reality

In the middle of site prep, discovering an old well can feel like a minor inconvenience. It’s tempting to think, “Can’t we just fill it with rock and move on?” At Hydro, we hear this question often. However, the answer is a firm no. In Idaho, abandoned wells must be approved, permitted, and decommissioned by a licensed well driller in strict compliance with Idaho Department of Water Resources (IDWR) rules.
The Environmental Risk of Improper Sealing
The reason for these strict regulations is simple: groundwater protection. An abandoned well is essentially a direct straw into our aquifers. If it isn't sealed correctly, it creates a pathway for surface contamination—such as chemicals, runoff, or sewage—to enter the water supply. Simply filling a casing with rock or dirt does nothing to stop the vertical movement of water or contaminants between different underground layers.
The IDWR Standard: Perforation and Pressure Grouting
While there are rare exceptions where bentonite chips are permitted, the vast majority of Treasure Valley well abandonments require a more technical approach to ensure a permanent seal.
To restore the natural integrity of the subsurface, the IDWR typically requires a process known as perforation and pressure grouting:
Casing Perforation: The steel casing is perforated every 5 feet.
Bottom-Up Grouting: Grout is pumped under high pressure starting from the bottom of the well.
Sealing Voids: The pressure forces the grout out through the perforations, sealing any voids or "channels" on the outside of the casing.
Aquifer Isolation: This creates an impermeable column that fully isolates and protects the aquifer.
